Sem s\u00edce zna\u010dkovan\u00e1 cyklotrasa vedie, no v jej okol\u00ed sa \u00fa\u010dastn\u00edci bud\u00fa pohybova\u0165 na nezna\u010den\u00fdch cest\u00e1ch v n\u00e1rodn\u00fdch parkoch N\u00edzke Tatry a Slovensk\u00fd raj. Okrem toho m\u00f4\u017eeme jednorazovo o\u010dak\u00e1va\u0165 pomerne ve\u013ek\u00fa skupinu cyklistov. O tom, \u010do to znamen\u00e1 pre pr\u00edrodu a pre\u010do nem\u00f4\u017eeme jazdi\u0165 len tak ledabolo, kde sa n\u00e1m zachce, sme sa porozpr\u00e1vali so \u0161\u00e9fom str\u00e1\u017ecov pr\u00edrody v NAPANTE, Mgr. Danom Har\u0165ansk\u00fdm a riadite\u013eom NP Slovensk\u00fd Raj Ing. Tom\u00e1\u0161om Dra\u017eilom.<\/strong><!--more--><\/p>\n<h4><b>P\u00e1ni Har\u0165ansk\u00fd a Dra\u017eil, v prvom rade by som v\u00e1m obom chcel po\u010fakova\u0165 za ochotu a \u010das. Mo\u017eno trochu form\u00e1lna ot\u00e1zka, no predsa \u2013 \u010do v\u0161etko va\u0161a poz\u00edcia v n\u00e1rodn\u00fdch parkoch obn\u00e1\u0161a?<\/b><\/h4>\n<p><em><span style=\"font-weight: 400;\">D.H.: M\u00e1m na starosti v\u00fdkon \u010dinnosti v\u0161etk\u00fdch profesion\u00e1lnych a dobrovo\u013en\u00fdch \u010dlenov str\u00e1\u017ee pr\u00edrody s p\u00f4sobnos\u0165ou v NAPANTE. Mojou \u00falohou je riadi\u0165 ich \u010dinnos\u0165, organizova\u0165 ich slu\u017eby, zabezpe\u010dova\u0165 im pravideln\u00e9 vzdel\u00e1vanie, organizova\u0165 s nimi brig\u00e1dy pre zlep\u0161enie stavu pr\u00edrody. A to napr. \u010distenie \u00fazemia od odpadu, budovanie studni\u010diek, pokia\u013e s\u00fa na to finan\u010dn\u00e9 prostriedky, tak aj oprava star\u00fdch turistick\u00fdch pr\u00edstre\u0161kov, prepi\u013eovanie turistick\u00fdch chodn\u00edkov a podobne. No a v neposlednom rade posudzovanie \u2013 zaujatie stanoviska o vhodnosti vykon\u00e1va\u0165 niektor\u00e9 \u0161portov\u00e9, turistick\u00e9, kult\u00farne a in\u00e9, verejnosti pr\u00edstupn\u00e9 podujatia v NAPANTE. No \u010do sa t\u00fdka jazdenia v n\u00e1rodn\u00fdch parkoch, za\u010dnime \u201eod piky\u201c. Na z\u00e1klade ak\u00fdch krit\u00e9ri\u00ed sa rozhoduje, ktor\u00e1 cesta bude vyzna\u010den\u00e1 a t\u00fdm p\u00e1dom leg\u00e1lna, a ktor\u00e1 nie?<\/b><\/h4>\n<p><em><span style=\"font-weight: 400;\">D.H.: V prvom rade, do vhodnosti vyzna\u010di\u0165 cyklotrasu na napr\u00edklad lesnej ceste m\u00e1 \u010do poveda\u0165 spr\u00e1vca alebo vlastn\u00edk cesty. Ten toti\u017e budoval t\u00fato cestu pre svoje potreby. No a v praxi sa uk\u00e1zalo, \u017ee \u017eia\u013e niektor\u00ed cykloturisti nie s\u00fa ochotn\u00ed re\u0161pektova\u0165 ich vlastn\u00edcke pr\u00e1vo a neber\u00fa na vedomie, \u017ee lesn\u00e1 cesta \u2013 aj ke\u010f je tam vyzna\u010den\u00e1 cyklotrasa \u2013 sl\u00fa\u017ei v prvom rade na potreby lesnej prev\u00e1dzky. <\/span><\/em><\/p>\n<p><em><span style=\"font-weight: 400;\">My potom zva\u017eujeme aj tak\u00e9 skuto\u010dnosti, \u010di t\u00e1 cyklotrasa m\u00e1 napr\u00edklad nejak\u00e9 prepojenie na in\u00fa cyklotrasu, alebo len vedie niekam a potom sa cyklista mus\u00ed vr\u00e1ti\u0165 tou istou trasou sp\u00e4\u0165, aj to, ak\u00e1 je potencion\u00e1lna vy\u0165a\u017eenos\u0165 cyklotrasy \u2013 ko\u013eko sa bude po cyklotrase pohybova\u0165 \u013eud\u00ed, ktor\u00ed by tam inak ne\u0161li. <\/span><\/em><em><span style=\"font-weight: 400;\">To je d\u00f4le\u017eit\u00e9 napr\u00edklad z h\u013eadiska ru\u0161enia \u017eivo\u010d\u00edchov v \u010dase rozmno\u017eovania alebo v\u00fdchovy ml\u00e1\u010fat, no a v neposlednom rade \u2013 ke\u010f\u017ee hrebe\u0148 N\u00edzkych Tatier je pre cykloturistiku uzavret\u00fd \u2013 aj to, \u010di vyzna\u010den\u00edm cyklotrasy nespr\u00edstupnime pre nezodpovedn\u00fdch cykloturistov hrebe\u0148ov\u00e9 partie alebo in\u00e9 citliv\u00e9 oblasti.<\/span><\/em><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-19480\" src=\"https:\/\/d2p6e6u75xmxt8.cloudfront.net\/4\/2024\/08\/02.webp\" alt=\"\" width=\"990\" height=\"660\" srcset=\"https:\/\/d2p6e6u75xmxt8.cloudfront.net\/4\/2024\/08\/02.webp 990w, https:\/\/d2p6e6u75xmxt8.cloudfront.net\/4\/2024\/08\/02-300x200.webp 300w, https:\/\/d2p6e6u75xmxt8.cloudfront.net\/4\/2024\/08\/02-768x512.webp 768w, https:\/\/d2p6e6u75xmxt8.cloudfront.net\/4\/2024\/08\/02-400x267.webp 400w, https:\/\/d2p6e6u75xmxt8.cloudfront.net\/4\/2024\/08\/02-272x182.webp 272w\" sizes=\"auto, (max-width: 990px) 100vw, 990px\" \/><\/p>\n<p><em><span style=\"font-weight: 400;\"> T.D.: Predov\u0161etk\u00fdm na z\u00e1klade z\u00e1ujmu komunity cyklistov. T\u00ed s\u00fa zv\u00e4\u010d\u0161a inici\u00e1tormi konkr\u00e9tneho n\u00e1vrhu. My ho posudzujeme predov\u0161etk\u00fdm z h\u013eadiska ochrany pr\u00edrody, teda analyzujeme, \u010di navrhovan\u00e1 cyklotrasa m\u00f4\u017ee ma\u0165 vplyv na okolit\u00e9 pr\u00edrodn\u00e9 zlo\u017eky. V\u017edy je to pr\u00edpad od pr\u00edpadu, ned\u00e1 sa to generalizova\u0165. <\/span><\/em><\/p>\n<p><em><span style=\"font-weight: 400;\">Pr\u00edrodn\u00e9 hodnoty, vz\u00e1cna fauna a fl\u00f3ra nie s\u00fa v parku v\u0161ade rovnak\u00e9, preto niekde sa nov\u00e1 trasa ods\u00fahlas\u00ed, niekde nie. Ale verte mi, \u017ee to nerob\u00edme form\u00e1lne, ale naozaj zodpovedne posudzujeme konkr\u00e9tny n\u00e1vrh. Do \u00favahy samozrejme berieme aj \u010fal\u0161ie aspekty, napr\u00edklad s\u00fabeh cyklotrasy s pe\u0161\u00edm chodn\u00edkom, ale aj n\u00e1zor obhospodarovate\u013eov pozemkov, \u010di nov\u00e1 cyklotrasa neobmedz\u00ed v\u00fdrazne ich relevantn\u00e9 z\u00e1ujmy.<\/span><\/em><\/p>\n<h4><b>\u010castokr\u00e1t v lese stret\u00e1vame mechanizmy, lesovozy, chr\u00e1nen\u00e9 oblasti nevyn\u00edmaj\u00fac. N\u00e1sledkom b\u00fdvaj\u00fa zdevastovan\u00e9 cesty. \u010co br\u00e1ni cyklistovi poveda\u0165 si: \u201eKe\u010f m\u00f4\u017ee Tatra, m\u00f4\u017eem aj ja\u201c? Samozrejme, devastovanie pr\u00edrody niek\u00fdm in\u00fdm nie je ospravedlnenie aj pre n\u00e1s, no u\u017e len ten pr\u00edklad\u2026<\/b><\/h4>\n<p><em><span style=\"font-weight: 400;\"> D.H.: Je to \u010dast\u00fd argument cykloturistov pri rie\u0161en\u00ed ich priestupku, ale&#8230; Treba si uvedomi\u0165, \u017ee lesy mimo maloplo\u0161n\u00fdch chr\u00e1nen\u00fdch \u00fazem\u00ed (rezerv\u00e1ci\u00ed), aj ke\u010f s\u00fa v n\u00e1rodnom parku, s\u00fa \u010dasto hospod\u00e1rske, a teda sa v nich hospod\u00e1ri \u010di u\u017e pl\u00e1novane, alebo sa m\u00f4\u017ee drevo spracov\u00e1va\u0165 na z\u00e1klade povolen\u00ed n\u00e1rodn\u00e9ho parku (takzvan\u00e1 vetrov\u00e1 alebo podk\u00f4rnikov\u00e1 kalamita). Lesy v n\u00e1rodnom parku spravuje Spr\u00e1va NAPANTU len s\u010dasti, a to len od roku 2023. Hospod\u00e1ri tu ve\u013ea in\u00fdch hospod\u00e1rskych subjektov (Lesy SR, Urb\u00e1rske spolo\u010denstv\u00e1, Komposesor\u00e1ty). No a ke\u010f sa v lese hospod\u00e1ri, bez mechanizmov a naru\u0161enia p\u00f4dy a ciest to, \u017eia\u013e, nejde. Verte, \u017ee aj hospod\u00e1ri sa dnes u\u017e sna\u017eia o \u010do naj\u0161etrnej\u0161\u00ed sp\u00f4sob. <\/span><\/em><\/p>\n<p><em><span style=\"font-weight: 400;\">Je potrebn\u00e9 si uvedomi\u0165, \u017ee lesn\u00e9 cesty sl\u00fa\u017eia predov\u0161etk\u00fdm pre potreby spr\u00e1vcu lesa na plnenie si jeho z\u00e1konn\u00fdch povinnost\u00ed a a\u017e ich \u010fal\u0161ia funkcia m\u00f4\u017ee by\u0165 napr\u00edklad cyklotrasa. Samozrejme, pokia\u013e my zist\u00edme, \u017ee lesohospod\u00e1r vykonal \u010dinnos\u0165 v rozpore s predpismi, tak to rie\u0161ime a dozer\u00e1me na to, aby bola vykonan\u00e1 n\u00e1prava.<\/span><\/em><\/p>\n<p><em><span style=\"font-weight: 400;\"> T.D.: Mnohokr\u00e1t to nie je \u00faplne tak, ako ste nazna\u010dili v ot\u00e1zke. Lesohospod\u00e1rska \u010dinnos\u0165 (v pon\u00edman\u00ed verejnosti je ur\u010dite najcitlivej\u0161ia \u0165a\u017eba dreva) sa m\u00f4\u017ee vykon\u00e1va\u0165 na \u010dasti parku. Na nami spravovan\u00fdch pozemkoch \u0165a\u017e\u00edme minim\u00e1lne, ne\u0161t\u00e1tni vlastn\u00edci lesov hospod\u00e1ria pod\u013ea schv\u00e1len\u00fdch pl\u00e1nov. Ale chcem zd\u00f4razni\u0165, \u017ee v\u017edy sa sna\u017e\u00edme (na na\u0161ich cest\u00e1ch bezodkladne) zabezpe\u010di\u0165, aby hne\u010f po ukon\u010den\u00ed \u0165a\u017eby bola cesta uveden\u00e1 do p\u00f4vodn\u00e9ho stavu. <\/span><\/em><\/p>\n<p><em><span style=\"font-weight: 400;\">A r\u00e1d uvediem, \u017ee po delimit\u00e1cii \u0161t\u00e1tnych pozemkov do r\u00fak spr\u00e1vy NP v roku 2022 (predt\u00fdm lesy spravoval v n\u00e1rodnom parku \u0161t\u00e1tny podnik Lesy SR) sme ako prioritu vn\u00edmali opravu z\u00e1sadnej a k\u013e\u00fa\u010dovej cyklotrasy v n\u00e1rodnom parku \u2013 Kl\u00e1\u0161toriskovej cesty. Desa\u0165ro\u010dia do nej nikto neinvestoval, bola vymlet\u00e1 a\u017e na matersk\u00fa horninu. Opravili sme ju za takmer 350 000 eur hlavne z d\u00f4vodu, aby sl\u00fa\u017eila cykloturistom. Samozrejme, sotva sa niekto bude \u0161kriaba\u0165 hore rebr\u00edkmi v Slovenskom raji. No je nieko\u013eko miest, ktor\u00e9 s\u00fa dobre dostupn\u00e9 po zv\u00e1\u017enici\u2026<\/b><\/h4>\n<p><em><span style=\"font-weight: 400;\"> D.H.: Je treba upresni\u0165, \u010do pova\u017eujete za turistick\u00fd chodn\u00ed\u010dek. Ak m\u00e1te na mysli turistick\u00fd chodn\u00edk, ktor\u00fd vedie po lesnej alebo po\u013enej ceste a je to v ochrannom p\u00e1sme n\u00e1rodn\u00e9ho parku alebo v chr\u00e1nenej krajinnej oblasti (plat\u00ed tu druh\u00fd stupe\u0148 ochrany), tak jazdenie na bicykli z\u00e1kon nezakazuje. Aj ke\u010f tu nie je z\u00e1rove\u0148 vyzna\u010den\u00e1 cyklotrasa. Pokia\u013e ale turistick\u00fd chodn\u00edk vedie cez les alebo l\u00faku mimo lesnej alebo po\u013enej cesty, tak tu je jazdenie na bicykli zak\u00e1zan\u00e9 ((\u00a7 13, od. 1, p\u00edsm. b) z\u00e1kona o ochrane pr\u00edrody)). <\/span><\/em><\/p>\n<p><em><span style=\"font-weight: 400;\">In\u00e1 situ\u00e1cia je v n\u00e1rodnom parku, alebo v rezerv\u00e1ci\u00e1ch (3., 4. a 5. stupe\u0148 ochrany) \u2013 tu z\u00e1kon zakazuje vch\u00e1dza\u0165 a jazdi\u0165 na bicykli mimo cyklotrasy (\u00a714, ods. 1, p\u00edsm. b z\u00e1kona o ochrane pr\u00edrody). Tu teda cyklista nesmie ani tla\u010di\u0165 alebo nies\u0165 bicykel.<\/span><\/em><\/p>\n<p><em><span style=\"font-weight: 400;\">Vlastne u\u017e len ten n\u00e1zov chodn\u00edk hovor\u00ed o tom, \u017ee je ur\u010den\u00fd pre pe\u0161\u00edch n\u00e1v\u0161tevn\u00edkov.<\/span><\/em><\/p>\n<p><em><span style=\"font-weight: 400;\"> T.D.: V n\u00e1rodnom parku Slovensk\u00fd raj m\u00e1me schv\u00e1len\u00fd n\u00e1v\u0161tevn\u00fd poriadok. Ten ur\u010duje, po ktorej ceste cyklisti bez probl\u00e9mov jazdi\u0165 sm\u00fa. Mimo zna\u010den\u00fdch cyklotr\u00e1s sa v n\u00e1rodnom parku jazdi\u0165 nem\u00f4\u017ee. Rovnak\u00e9 obmedzenie ale plat\u00ed aj pre pe\u0161\u00edch, skalolezcov a \u013eadolezcov, turistov na ko\u0148och, be\u017ek\u00e1ch \u010di skialpoch\u2026 Jednoducho n\u00e1\u0161 n\u00e1rodn\u00fd park je mal\u00fd, nem\u00e1 ani 20 000 ha \u2013 aby sa tu uchovala p\u00f4vodn\u00e1 fauna vr\u00e1tane ve\u013ek\u00fdch \u0161eliem a drav\u00fdch vt\u00e1kov, turisti (vr\u00e1tane cykloturistov) nem\u00f4\u017eu by\u0165 v\u0161ade. Vie tomu cyklistick\u00e1 komunita nejako napom\u00f4c\u0165?<\/b><\/h4>\n<p><em><span style=\"font-weight: 400;\"> D.H.: Je to mo\u017en\u00e9. Ale ako som u\u017e povedal, najsk\u00f4r sa mus\u00ed vyjadri\u0165 vlastn\u00edk a spr\u00e1vca komunik\u00e1cie. Potom sa zv\u00e1\u017ei vhodnos\u0165 z h\u013eadiska ochrany pr\u00edrody a ak sa v\u0161etci zhodneme, cesta na zriadenie cyklotrasy je dobr\u00e1. Cyklistick\u00e1 komunita tomu m\u00f4\u017ee ve\u013ea pom\u00f4c\u0165. U\u017e len t\u00fdm, \u017ee bude dodr\u017eiava\u0165 ur\u010dit\u00e9 pravidl\u00e1 pohybu po cyklotrase, \u017ee uk\u00e1\u017ee, \u017ee sa na \u0148u d\u00e1 spo\u013eahn\u00fa\u0165. Napr\u00edklad na Kr\u00e1\u013eovej holi bude re\u0161pektova\u0165 koniec cyklotrasy, odlo\u017e\u00ed si na konci svoj bicykel a na vrchol hole p\u00f4jde pe\u0161o bez neho. <\/span><\/em><\/p>\n<p><em><span style=\"font-weight: 400;\">Alebo na lesnej ceste, ke\u010f sa tam vykon\u00e1vaj\u00fa pr\u00e1ce alebo po nej prech\u00e1dza auto spr\u00e1vcu, tak bude re\u0161pektova\u0165 jeho pr\u00e1vo na obhospodarovanie pozemku.
